How are people in say, the northeastern states supposed to have heard of an LA based band without SOMEONE telling them about it? Without some kind of exposure, those bands would never be able to afford a cross-country tour to self-promote. Many have tried, many have failed. Those who made it were good enough to garner radio attention, which of course, is also a marketing tool. The facts are simple...if you suck, you'll be forgotten, and you'll fade away broke. If you're good, people will support you.
