Hmmmm, I always thought a LEGAL ALIEN was one who went through the proper channels, applying for and then receiving a Green Card, and other documentation to make it legal for them to work and live here.  The eighteen years of which you speak is the time required for a legal alien to live here before being allowed to apply for full citizenship.

is 18, and can not get a college grant because she has not become a US
