Interesting -- thanks for the correction -- however, define 'periodically'.  Is this something that happens as blanket amnesty for all illegal immigrants over a particular time frame, or is it a case by case basis? 
 
I can easily accept that it can happen, but I'd like to understand the chances of this because I do not believe that it's an automatic thing after a 'term of service', if you will.
 
Also, is it a particular group of people -- for example, would just El Salvadorians be given amnesty (assuming it's a blanket amnesty given by the government) or would that also include other groups, such as the Italian Catholics?

hold on a minute.  The INS does, in fact, grant amnesty periodically for illegals and gives them PRS (green cards).  so it's VERY possible that someone who entered illegally is now legal. 
 
Besides, she (moonchild) may not know the circumstances for her stepmother.  for all we know she entered illegally and has been granted asylum as SO many el salvadorans have.

Keith, you are correct.  There is no statute of limitations on being 'illegal' vs. 'legal'.  You don't get a prize for living here illegally for X number of years...

In Moonchild's example, she uses a person who is not a citizen but is in this country legally.  This is apples to oranges different than what we've been discussing.  But of course, she knew that.....
