If it's Windows 3.1 she should still have disks for it.  But, it's irrelevant now, I guess.   If it were me, I'd get as much data as I could off the machine and backed up then reinstall.    But I'm not much for fussing with system files.  It tends to make the OS unstable and my data's not worth that much to me.
