This is true, but for some reason, the scalper seem to manage to circumvent this law by claiming outrageous face values on the tickets. For instance, this set of tickets for the PA show

eBay item 1316974967 (Ends Jan-08-02 09:45:26 PST ) - CREED 2 GA Floor Tickets Philadelphia use this disclaimer:

Due to laws regulating ticket sales in this area, the seller in this auction will not accept any bids above the total face value printed on each ticket(s)$199.00 each [plus 25%__ permitted in PA]. Do not bid more than this amount for the pair. Bids that exceed this amount are void and will be canceled by the seller. The seller will end the auction if, and when, this price is met.

Obviously, the face value on these tickets is not $199.00 each.....yet all ticket sellers have used a similar disclaimer in there descriptions. Frankly, I think you could e-mail the seller, and threaten them with legal action if they don't sell them to you at the REAL face value + any percentage over, allowed by state. In PA it's 25% over face value....the highest allowed by any state. In Michigan, there is no amount over face value allowed.
